I don't know if it's not allowed since he's true neutral and his followers aren't listed as lawful good, but other primordial powers have evil followers as well as good and they are okay for selection . The Arelith website does list "Nature & Beast Spirits" as valid selections for paladins (https://wiki.nwnarelith.com/Category:Paladin_Deities).

I think it's because he's TN, Grumbar has specific tabletop alignments of all N alignments. Only Kossuth has paladins out of the four lords.
