Does the 1 item per 24hrs apply when the home with the storage container full of loot apply when nobody owns the home? As the property does not have a owner.

Check the house sign - If the sign has a name on (even if it says it's up for sale) then the goods are still owned, so don't take them.
HOWEVER if the home is unowned? If there's no name on the sign? If - basically as you say - no one owns the home? Then yes - you can take as much out of the chest as you like.

This really isn't clear in practice, and the rules and quarter interaction feedback is vague and unhelpful. When a property is up for sale, there's no PC name on the sign. It just says "this quarter is currently available" with an option to outright buy, and when you open the door, yellow text says "this property is up for sale."
Well, does that mean it's abandoned, owned? It doesn't say it's owned by anyone.
This, in my experience, has been 99% of quarters, presently, all available quarters in Treadstone. I think I have seen one quarter where the text has explicitly said it's abandoned.
It would help a TON if it said "this quarter is owned by [name] and is up for sale."

I don't think that's a realistic ruling in practice. If you want to put a house up for sale, thus opening it to anyone to enter and implying you are moving on, you need to clear your chest or expect it to be looted. I don't see what else you could possibly expect.

I presume this means the ruling has changed.
It was the case that if you could buy it then you could take what you wanted, used to happen to me every time i went on holiday.

I don't entirely dissagree with this? But as is - if you /SET YOUR ROOM FOR SALE/ then people shouldn't be stealing from it.

If you leave your room and it TIMES OUT if it GOES UP FOR SALE DUE TO INACTIVITY - then anyone can enter and take what they want.

Right got it thanks for clearing that up was abit confusing, because when a quarter times out it tends to still have someone's name on it.

Nope. A house with a name still on it is UP FOR SALE. A house that is unowned is ABANDONED.

Got it I miss read your first response looks like I wasn't the only one.
Click the sign no name just a price(the quarter could still be named "freds place"etc.) loot it bare.
Click the sign a character name with the price it's for sale just take one item max.

I always took it to mean if you have to pick a lock to get in then the 24hr rule applies, if the door is unlocked then it's unowned.

Nah unowned homes can still be locked. They retain the last lock setting from previous owner. This is why when you buy a new place.. Change the locks via the menu.

When you buy a quarter the locks have already been changed. You just need to upgrade them + traps again.
