Assassin Target (NPC) not spawning

Description

NPCs do not spawn

Steps to reproduce

Derro Caves & Crystal Caverns

Expected result

Marks appear somewhere in the location

Actual result

NPCs never show up.

Another bug is 2 of 3 assassin quests have stopped working. You can click to receive a diplomacy quest or an infiltration question however a quest is not given. This has been nonfunctional for seven years.

For the assassin quest in the Forest of Spores killing the Drow Shadow Agent twice the Master Rogue spawned. Third time the Shadow Agent spawned. Same spawn point, wrong spawn.
