DivChamp/Cleric Healing Domain Change and Paladin

Description:

Recently there was a change to clerics and divine champions and the Healing Domain, which empowered all healing. I believe the empower effect was moved to epic cleric. Perseverance Paladins since the paladin path update have had a similar all-empower of healing effects at level 16, this can also be viewed on the wiki. As stated, this was far before any changes to the healing domain were probably even thought about.

Expectation:

After the aforementioned cleric healing domain change, I cast a healing spell or use an item of magical healing, expecting that it will be empowered.

Result:

It is not empowered.

My hypothesis is that the Perseverance empower ability was linked to the healing domain empower, script wise, and is now defunct as a result. Since this wasn't in the change logs I assume this is not intended behavior, as Perseverance is supposed to be the "support paladin" path. If it IS intended I would still like to know.
