Implementation could vary but the idea is basically to have a way for shopkeepers to limit how much of a ware can be purchased by the same character. The usecase for this is twofold. First, it's good for people who are trying to target niche markets such as people who only want to sell one or two map pieces per customer so that they can attract foot traffic from people who are just finishing a mostly complete map already. Second, it'd be useful for people who want to run lowbie oriented shops. A common issue when selling things like cheap disposables for people doing writwork is that you can fairly easily have your whole stock bought out at once. Having a way to limit purchasable quantities on a timed or even just per-reset basis would be extremely useful for managing this problem without just having to keep a massive backstock with frequent checks to see if inventory has been bought out.
