Level 2 divine spell, accessible mainly through clerics (probably add it to Favored Soul as well). Allow them to turn it into wands and scrolls.
Then, with UMD being what it is, everyone who gets those can reconsecrate altars, consecrate them on their own, and desecrate those of their enemies.
Make GoD give you the spell on a cooldown.
