Since I think the suggestion is a no brainer, I will get right to how I could see it being implemented. I would tie it to citizenship, either by separating bank storage from citizenship and making it one citizenship per cd key -this is the easier way, and since someone only taking a citizenship for storage is not affected in a meaningful way by being a citizen since even if they get banished, they will just go be a citizen elsewhere- or giving an option to toggle voting on and off when talking to the city cit power giver, with a check to see if that character has voting toggled on elsewhere and making them chose between the two if that's the case. A bit more script work, but for you guys this should be easy peazy unless Im missing something along the way.

Alternatively just set a cooldown after a cd key has voted, and release the timer if there’s an assassination or new election starts due to leader withdrawing.
RP only starts at 30 if you're a coward.

Since Harper has been brought up (also Zhent, which has the same feature), you probably implement this system by running two separate checks.
1) When a player votes, the CD Key is flagged, and the character that voted becomes the only character associated with that CD key that can vote for the next 25 days. The election cooldown is 28 days, but I'm unsure whether it's counted from end of elections or start, so you probably want to ensure that the latest someone could possibly come off cooldown is a point at which there will still be a couple days in the election.
2) The CD key "unbinds" (that is, that key may now vote on any character) any time one of the following happens: the settlement in which they have citizenship has the leader resign, the settlement in which they have citizenship has a leader removed by assassination.
Because everyone but Harpers and Zhents can only vote in places where they are a citizen, because there's a 30 day timer before transferred citizens get the vote, and because this will enforce a limit of one voting character per CD key, this will prevent multi-settlement voting by multiple PCs on the same CD key. Zhents and Harpers will remain unaffected, and can vote in all the elections they want, since their vote isn't tied to citizenship.
