I have a question concerning taxes for places not considered "settlements".
We know, for a fact, that settlements can set their taxes for player-owned stores. Such information is valid for Cordor, Brogendenstein, Bendir, Sibayad, Andunor and Guldorand. In that regard, the respective settlement government which is administrated by players, collects part of that revenue and is free to choose how it will use those funds for many purposes as they have cash flow. They can, for instance, appoint landed nobles who will also get a cut from those taxes.
However, I have a question for taxes being applied to stores outside the official settlements such as for those located at Skal and the Radiant Heart. Those stores apply taxes for everything sold but such taxes go into a "void", never to be seen again. Should this be interpreted in RP as if the Skal and Radiant Heart leadership are using that tax gold for their own purposes? Considering that we pay taxes to these "institutions" could we RP as asking them where this gold is going towards as tax-payers? Could we negotiate paying less tax like we can with settlements?
