UD Hub Permanent Shops not allowing bidding

i have had the same and reported it to portal but was told to do it here as well:

Full Description
there is a shop in the hub with the name: the soul coin. i have tried on different charecters to bid on it but it seems that each of them are not able to bid on it because of not same nation or ability to vote. one chareceter, Drow male months old couldnt bid before or after being part of a district,lvl 10. other charecter, Drow Female older then the first, been part of grey port since more or less lvl 7 and are now lvl 25 also couldnt bid, and got the same message that it couldnt bid because not same nation or ability to vote

This is likely because shops are pointing to the Peacekeeper Nation (which no PC can be of).
