Full Disclosure: Both quarter and shop are currently owned by my character.
I would like to suggest the shop ownership sign be moved inside the Herdsman's Cave quarter, as opposed to being outside it as is presently the case. I'm assuming that the shop is intended to be used by the owner of the quarter, as is the case with many other shop/quarters across the server.
Wanting to own the shop outside my character's house, I had to track down and bribe the then-owner to release it to me. We found that there was then an obligatory bidding period for ownership even after the shop was willingly relinquished, and it would be been admittedly cynically amusing if I'd lost the bid after all that.
