Reward Points Refund Failed

Description of Bug Experienced:
Rolled two characters 16+lvl which listed a partial refund in the -awards screen of 81k+-

Used -delete_character, read to make sure I was eligible for the points.

Used -delete_character again.

Was awarded 6k points for both without the 81k partial refund.

Steps to reproduce the Bug:

Roll your character while eligible for partial refund.

Expected Result:

Get the partial refund + roll amount.

Actual Result:

Only receive the roll amount and no partial refund, therefore losing out on 2x 81k points that should have been given.

I had the exact same issue, rolled a character expecting a partial refund for a minor, only got 9k rolled reward instead.

Just to be sure, the award text said it was valid for a partial refund, AND they were played above 60 hours?

Just to note, I rolled a FULL refund character (a level 8 ogre who apparently had over 60 hours of playtime I guess), and got the full 100k refund amount. So at least full refunds seem to be working. I definitely got the 100k points back.

I want to note that day 1 we had a visual bug where the feedback read "partial refund" wrongly. This wasn't accounting the 60 hour playtime threshold required to be valid for the partial refund.
We fixed that one.
