They are 20x2 weapons locked to Exotic/Rogue/Drow that come with the Disarm feat which is practically useless (plus Whip is a small weapon so it's even worse at using it).
If you are a Rogue, you'll probably be clicking Dirty Fighting.
If you bought Weapon Proficiency: Exotic, you'll probably be using Cav Sword or Kukri or something else that isn't a whip.
If you are playing a Drow, well, my condolences.
Even the top tier craftable is really bad compared to our current recipes:
Variable Whip-> Attack Bonus: +4
Damage Bonus: Slashing 6 Damage
Unique Power: +2d6 (Random Elemental Damage)
Note: A Masterwork Woven rune can be applied to this item prior to using the ability to apply variable damage.
The fact that it doesn't come Keen or with, at the very least, a rune tells you how much of a relic it is. Here's one of the craftable Longswords for reference:

It has Enhancement instead of Attack Bonus. It only requires Martial proficiency (or being an Elf) to use. It has a better crit range. It comes Keen. It comes with a rune. It has Magical damage on it.
I understand that the whip was introduced when Damask weapons were the standard, and I do know that years ago people used Disarm as well, but nowadays both Damask weapons and Disarm are rarely ever seen (with Disarm being way more rarer which just goes to show how useless of a feat it is). It is worth nothing that if you happen to see a Damask weapon, it is always a Rapier or a Scimitar because of their crit range, so again, even if the Whip was meant to mirror the Damask recipes, it is just not a fair comparison anymore.
Could we remove the Disarm for a reasonable crit range? Could we at least get Whip craftables that, after some copium inhaling, are worth using?

EDIT: I know there are +5 whips going around, but they have a 60 UMD requirement and if you are a Rogue with enough levels your weapon is becoming +5 anyways. Those should be nerfed for THE GREATER GOOD. A whole weapon shouldn't be hostage to two loot matrix items.
