Right now if you are exiled from a settlement you are part of the politics of – you are basically entirely removed from all politics. Possibly forever because it can be incredibly difficult to get exiles removed. This seems a little harsh, given that we can no longer change citizenship. Also it very much encourages the ‘Exile all my political opponents’ approach, which is quite detrimental in general.
There’s various ways to ‘fix’ this, all of which have their merits. Here is mine.
Allow Registra’s to interact with those who are part of a settlement, but exiled, just as if thy are normal citizens.
Granted- said folk will still need to pass bluff/perform checks to get to said NPC, but they’ll be able to interact beyond this. This will mean that exiling people doesn’t ‘fix’ the opponent problem, as said exiles can still stand against you, and can still gain support. Indeed just ‘exiling’ your opponent is as likely to gain trouble as prevent it.
The main argument against this is realism. And I agree – on first glance it doesn’t make sense that a registra would allow someone exiled from a settlement to vote/stand/whatever. But consider it like this-
When you buy citizenship now – you are no longer buying it to support Joe Blogs getting into power, your buying it to show you want to serve the –Town-. Not the person. As such the registra may well go, ‘Yeah I know Tony hates you, but you paid your gold to serve the –Town- so you still get a vote.’
(As an aside- It amuses me how mine and Tashalar's recommendations are so utterly opposite. But I do love hers too, and whichever is chosen - I think something needs to be done to stop exile just being a way of cutting people out of the settlment system all together.)
