FOIG Mechanus Stream Method Broken

The FOIG method of obtaining the Mechanus outsider stream is broken. Has been for a long time now. I went through the interaction with the appropriate item in my inventory and had no option to obtain the stream, only the option "Leave."

So I left.

Apparently there are other posts spanning 4 years back about this. I'm not going to delete it though. I wasted hours chasing down the "riddle" only to be blocked by hidden requirements. Lame.
