It also happened before, several days back, though I forget exact date.

Where: Dreadnought, main deck, area name: ar_ship_8 (at time of writing, might be shifting due to ongoing sailing changes)
About 11-13 people on board in close vicnity + any potential summons.

Notably, changing area (in this case, boarding an NPC ship) seemingly fixed it?
Although going to the belowdecks of my own ship did not, even with nobody there.
Shouting in the sailing system also has some extra caveats: adjacent ships can hear each others' shouts. Maybe this could be related and/or conflicting with the changes.
Oddly, this seemed to affect me in particular and not some other people, who were shouting normally and not complaining of any issues. When it's actively happening, all shouts from me would not be sent in this manner (though other people seem be able shout fine at the same time).

What: general shouts disappeared without being sent, only affected shouting, normal talking or whispering was unaffected.

the only time I notice my chat vanishing is just as the servers is crashing. no chat appears and then the server goes down. I hope this helps

When singing bard song on a ship, whenever I shout, nobody locally on the ship can hear it, myself and others, however the shouts are still heard by other ships in range. This happens when alone, with a few people and with over a dozen people, doesn't seem to have an effect, as soon as bard song ends however, I can hear my own shouts and they can be heard by others on the same ship just fine.

1. Cast bardsong while on a ship - shouting no longer works while on the ship.
2. Leave ship, shouting still doesn't work.
3. Recast bardsong outside of the ship, shouting returns.
4. Return to ship, shouting still works.
5. Recast bardsong on the ship, shouting stops working again.

This could possibly be sailing-related, due to the ongoing modifications, rather than these chat overhauls, though that is impossible for me to verify.

Relogging didn't initially work, but once i started moving my character around after relogging, it started working again.

Happened shortly before the time of this post.

Being unable to talk has been happening to a few of us here on Skal more and more frequently of late. It just happened again as I'm writing this, so here's some timestamps as well:

It is NOT specific to any one area in the village, and has consistently happened across the entirety of the village to us.

What (whisper, talk, shout): Talk in this instance

Additional factors:
It's also affected Whispers in the past. Never tested it with a Shout.
It happens more frequently when sitting down during high-population times, when the village is crowded, but happens when standing as well.

Amount of people nearby? 9 in this instance, worse when there's 20+ around
Can they hear it, while you can't see it?: No
