Could be a good suggestion, but being able to do this from a code perspective might be very difficult.

It's really easy even if slightly unelegant. You just change the 2da to allow for all races but add a script on level up to check if you meet the requirements. Similar to how it checks your level to see if you have taken at least 3 levels in your multiclass before leveling something else.
