Make the ways into Anduanor through actually standing gates. Why to have them, when anyone can walk around.
Add sentries to each gate.
You wanna visit city for trade (and you arent its inhabbitant: UD races(outcasts included as long as not citizens of other cities)?
Pay the toll (like 10 - 20 000 gps). Then the npc mage will dry dispel you and let you in. You gain a token (more on this later).
As long as you have token, no city guards are attacking you, and mechants do trade with you.
But when you loose the token, guards will attack you and merchants wont trade with you, and you loose ability to buy items from players shops.
How do you loose it? Councilors would gain powers to remove the token from the person.
This will remove the troubles with surfacers killing citizens in the streets of anduanor and actually make councilors a bit bigger weight on the city matters (they run the city after all!).
In regard to this, add hidden section of sewers, as a sneak-in-way for the city (but with very difficult spawns to make it hard to pass through). Also the usuall bluff and perform would help without token (you would either use it to get a token or roll each time you pass by a guard).
