A tiny change to increase the roleplay potential of sailing

We will file suggestions here that did not make the cut. Don't expect detailed responses, but the most common reasons are:

Currently, certain ships (The Liberator, Sea Leopard and the Dreadnought) have the ability to board and plunder Amnish, Cordorian and Merchant ships. Whilst this is awesome, in the end it adds little more than pirate/evil flavoured mini-dungeons. The rest of the playerbase remains oblivious to what is going on and doesn't have a way to prevent it, or interact with you in any way.

Suggestion:
Andunor's Cage already has a system in place for the town criers to shout a message warning that a pit fight is about to start.

What if in certain locations of the Surface server (Wharftown, Cordor navy ship etc..), there were NPCs with an X% chance of relaying the news that a pirate ship was spotted attacking others at sea near "Y" location?
Even better: Maybe ships with the grapple ability could be given the option to directly pursue said ship, in the dialogue with their navigator NPC.

Actually the Cordorian Flagship already has the option to target particular ships, though giving them some way of knowing when pirate attacks are taking place is a really neat idea.
