Exiles

Just to let people know I'll be gradually curtailing the amount of areas where this takes effect.

I think it only most important within 'interior' settlement areas. In the Underdark for instance I never intended exile orders to work for the Land Brokerage areas, and on the surface being exiled from Bendir can make passing the fort impossible, and a large pain for anyone affected.

The truth is I've never been overly fond of the exile system, though understand its importance in a few selected areas.

Expect the amount of areas to be reduced from here on.
