The above equipment list would be made available on a special merchant unique to each city settlement.
The said merchant would sell ONLY to registered citizens.
The said equipment would ONLY be equippable by registered citizens.
(This prevents players buying them from the NPC and selling them in their own shops to non-citizens)
(This also prevents players from using the equipment if they leave that settlement.)
Each Settlement would have the same stats on the set of equipment, but it would have a different look from every other settlement. -These items' appearance SET -meaning they cannot be altarded in the crafting menu... meaning you CANNOT alter it's appearance... period.
The items CANNOT be repaired. When they break.. they break... you have to go buy a new one from the settlement vendor.. which will only bring up the specialized equipment -if- you are still a citizen. -so if you join, say, wharftown, and you acquire Wharftown's armor and weapon... then leave Wharftown (or are exiled) you can no longer even equip the armor and weapon... and it is no good to you to sell to anyone else.. except another Wharftown Current Citizen... and it doesn't help you to jack up the price, because any Wharftown Citizen can go and buy his own weapon and armor at the set price.
The total 'charges' (For repair purposes) should be set to 1/2 the amount of similar high-end armor/equipment... say 12... This is to ensure that the individual item's lifespan is more limited, and not being able to repair it means it (if the PC is not paying attention) could break in the middle of battle (since there's no way to repair it... ever) -so, it also creates a 2nd-hand market, with items available by PC's at a lower cost in their own stores, that have only a few charges left (for other PC's to use as backups, etc.. )
The idea here is that there is some mechanical benfit to your character for staying with a specific Settlement.. and it gives a very identifiable look. -and if you don't like the look? you don't have to use that armor..
The Settlement leaders could impose an RP based restriction if they so choose...So that only members of the local milita may don the equipment... or they could just be very loose about it and let any citizen do what they want... but being -unable- to modify the appearance would allow the settlements who wished to impose the RP based restriction can enforce it since everyone who wears it will have that look.
-The idea is that these items are slightly better than what is craftable end-game gear... but restrict you to a very specific 'look' as a trade-off.
This "Look" can be cloned onto other, lesser, or non-settlement gear for other PC's to RP they are wearing that settlement's uniform/look, etc.. but if that settlement had RP-restrictions on who could wear it, then you have good scenarios for 'impersonating' a milita, or whatever, etc..
This also allows for -others- to make their own copies of the 'look' so that they may try and frame that city for a certain terrible deed...
For example... Wharftown forces dress up on feaux Guldorand-style dress... and then go attack Brog. -The PC's who see them will know the look is that of Guldorand, and will then blame Guldorand for the attack.
