Why is gem-dust 0.3 pounds? Can it weigh 0?

What else a 1/3 pound is:

The weight of an uncooked large piece of steak you order in a restaurant.
Those yummy Hardees/Carl's Jr. Artisan Burgers
The weight of a very fat hamster.
A regulation sized baseball.
Apparently the dust left over from cutting a raw diamond... which, by the way, once the diamond is actually cut... it weighs 0.0 lbs.

It has to do with the base weight of misc. small items in the 2da file. Gems have a base weight of 0, but the small items have 0.3. It's hard to modify it, since giving it weight reduction by default, would increase the value of the item. And there is no way to lower the value, only increase it. Modifying the weight for small items to 0 would mean all small items weigh nothing anymore, which is also not a good idea (think Ingots and the likes, which are the same category).

So, it's a mechanical limitation I'm afraid.
