There are some people who will sidestep, run away, and try to avoid your cone, if they see that you're planning to break their disguise. It's a funny looking dance.

My *looks* always returns ~some~thing unless I fail to pierce a disguise.
The accuracy values change, but I din't care about those. The info returned, is what my character perceives at that moment in time and that's what I go off of

I guess the initial purpose of this post was for an implementation of an IG dice roll visible, but after reading the experiences of the past in the server I do 100% understand the reason it's not in the server anymore.
I would however still like to address how to RP the Limits of our characters. I read a post including arm wrestling for coin, this would be nearly impossible to use the actual stats of our character unless each player used the console D20 command and then shares it with the internet stranger, which leaves trust that each player is playing his or her PC with 100% honesty.
WIS, CON, CHA and even INT is more difficult to "RP" than STR or DEX because they aren't physical attributes, but a level given to mental superiority. I personally don't have 16 WIS, so choices I make for my character unfortunately reflect on my own personal limits as a player. But why does my own personal limits have to limit my make-believe character in a fantasy world?
That's sort of why D&D was invented, right? A way for us type of people (didn't want to use the word nerds, but I fall into the category so it doesn't offend me) to play out our fantasies without the limits of the real material world. Some clever guy in his moms basement developed a way for dice to be used to discern the confrontational situations our characters would face rather than relying on our own perceptions of 'what should happen to benefit our character'.
*player one* "I brought you this nice shiney apple, it's not poisonous at all." -would need a bluff roll to prove s/he is not lying about the poison.
*player two sees bluff roll and does WIS check and is greater than bluff roll*
"Wait why would you say that?"
*Fails WIS roll (lower than bluff)*
Player 2 bites into the apple and goes into poison induced coma blah blah blah.
Again, the RP can be done, but why are we not allowed to make sure the limits of our characters are being enforced. Otherwise, there's no point in a Character Sheet other than PVE, which this server is not made for. I find myself being torn.

I find you can be suprised by the honesty of folks. Even average rpers are generally more than happy to accept losses if they consider it fair and fun.
Another problem is - what falls into what?
For example - Wis Vs Bluff as above. if you put any spots in bluff, then you will almost always be able to fool even an epic character who's dumped all their points into wis. Just because, without much effort, it's possible to get +40 in bluff. What skill/stat counters what? And as mentioned, what about forcing rp?
And who says what is a 'fail' and what is a success? The same characters who would ignore the 'limits' of their sheets, woul dprobably pride-game twist things such that they always win situations.
The Dms are placed in a DM position because they are (or should be) Neutral observers. They're on neither side and it's their place to abritrate who wins and who looses. Even in an open PnP game, the DM is there betweene conflicts of players to arbitrate what is fair.
To illustrage.
Joe leaps on Tony and tries to restrain him.
How do we arbitrate who rolls what?
Tony is high in Str, so he argues, oocly, for strength
Joe on the other hand is high in Dex, so he argues dex.
There is ooc conflict about who 'wins' because both want to 'win' just as they would if there was no dice bag, but this time there is a lot more of a mess of ooc communication.
And this also opens up for more Player Policing.
Let's say in your above roll, the person rolling wis gets... 18 + 2, the +2 being their stat bonus
The other player can then go 'Zomg your guy only has 14 wis? You play him -WAY- wiser than that! OMG ur so bad! U should like have an rpr of 10 or less. OMg I can't believe the Dms havn't come down on - Hay guys! This bloke? The one that says to be all wise an dstuff? His actual stat is only 14! OMG so awful!'
It is not, as it has been said before, a players job to police other players. Anything that encourages players to police other players is, at best, not good, at worst, activly detrimental.

As far as I've read, the consensus for RP'ing our Character's limits is: Don't. The character sheet is only used to abide by the NWN Engine mechanics to play on the server. All Limits and strengths, weaknesses, etc. are to be simply made-up to the players imaginative limits, only if s/he doesn't get stopped/corrected by a DM.
Don't mistake a tone for sarcasm or any type of attack, I'm just a fan of this server, not a huge fan of the RP, or lack of I've experienced and am trying to find a way to fix it for myself.

The rule is: RP your own character's limits.
You're expected to play what's on your sheet, and that's part of what DMs will look at when evaluating your RPR.
The rule is not: RP other characters' limits.
The rule is also not: Ensure that other players are RPing their characters' limits.
I get that you want RP to improve, but adding a mechanical check for RP can't fix whatever problem you're seeing. The only way to make things better is to set an example, so that others can learn. Remember that there's a HUGE turnaround on players, here. We're constantly getting new players in the community, and older players are also pretty steadily moving on to new things. It's a constant effort, and it always will be.
