Sure, There is never enough housing, But it is weird that as a leader you would let an " outsider " have a home in your town while your citizens sleep on the street. I think it should actually be that way mechanically, You are a citizen, You have certain rights.
I think owning a house in that city should be a right reserved for citizens.
