I agree that we need to have respawns (flavored as enemy reinforcements) happen while players are still in the area.
The amount of people running past myself and my group without any amount of roleplay is way too high. This is both frustrating, not only because we're forced to leave the dungeon and wait for everything to respawn, but also because these people get to treat this like an Action Server and get away with it. It instantly takes the fun away of the ongoing roleplay. And resorting to PvP over that seems both petty and meaningless.

Respawns limited to a certain distance from players might work, but I suspect the way spawns are handled is tied to the engine and how it populates a zone upon loading it. I could also be completely wrong about that, I've just never seen active respawns done in NWN.
Sticking to what we know is possible, perhaps we should make a list of consistently cramped locations (Bloodmoons, Valley of Kings, Etc), as well as why they're so popular. In itself, it's probably not much help, but it'd be a starting point for where additional lower level PvE areas or writs could be added with maximum impact.
