This is 5th edition degeneracy. NWN is 3rd edition rules, in which case weapon finesse is working as intended, and correctly.

If Weapon Finesse worked as intended, it would be a straight downgrade from what it is: it would only work for a single chosen weapon type, any shield used would apply its armor check penalty to your attack rolls, and you still wouldn't get dex to damage.
