Destroying a fixture with a {Settlement} tag in the settlement which owns it, while in view of any NPC, will cause the NPC guards in that settlement to become hostile.
Example:
Hamslapper the Half-Orc Barbarian decides that he's going to engineer a revolution by destroying "Council Minutes Board {Cordor}". As the board is being watched by Gerald and two Elite Guards, the guards respond by reducing Hamslapper to a mangled heap of flesh chunks and bone fragments.
