Any advice for making this work?
I'm mostly unclear on if spell penetration is required or not (say with 10 PM levels)

23 wizard 4 pm 3 ranger is okay. It nets you some Create Greater Undead, which means you can pop out more than one set of 3 undead per rest. You can also go 23 wizard 7 PM if you're feeling suicidal but really want the bone arm.

I would contend that swapping those ranger levels for Bard also works and is a better use of your copious Wizard INT modifier.
-but I mean if you're just 'itching' to have like 3 focuses in this new age era of "less useful foci" go for it homie. Regardless, it's a good spread suggestion tho. I wouldn't do a dedicated PM caster (higher than 7 levels) simply because PM doesn't add to spell penetration (and I don't think Durations either?)
