Guldorand and Brogendenstien lacks anyone to buy or sell scrolls
Can a merchant be added who will buy from scroll cases in both of these settlements?
Or have that functionality added to an already existing NPC?

Yes, I think so. (Though in the case of Guldorand it is scheduled for a full replacement by a city on the scale of Cordor, so this will happen then)

Guld now has a scroll merchant. Don't know off hand if Brog does too now. Someone tell me if that's so or not?
