With pale master having been revised to no longer needing DM permission, I have to wonder about the other less played builds. I can understand keeping assassin and harper and the like due to having relevant factions and weight in how they interact with the server and its inhabitants, but I'm more looking at things like shifter and others.
Perhaps relaxing a bit more of the token requirements for a bit more diversity.

Historically, the main reason for RDD and Shifter being restricted is the same reason we don't let everyone have wings on their character... PCs are a very large part of the environment that other PCs play in. By keeping PrCs with odd visuals rare, we keep the feel of the server from becoming a menagerie.
PM was restricted for the same reason (bone arm) but that's much less impactful than, say, lots of folks walking around with giant wings, or in minotaur shape.
