Suggestion: Improve Blackstaff in some way. (ie. Increased duration, no spell components, better dispell, etc)
Less important details:
Blackstaff is a level 8 spell(level 15 caster) that gives +4 Enhancement and gives level 10 Dispel Magic on hit. This means level 19 and up mages are entirely immune to the dispelling affect.
This means at best, against equal level enemies, there's about a 20% to 0% chance to dispell the enemies spells.
I can't see how this is balanced personally. GMW is a lower level spell that gives +5 Enhancement at that level, lasts 10 times as long, and costs no spell components. Paying 2 spell components and a level 8 spell slot for a spell that only lasts a short while(1round/level), can only be cast on one weapon type and isn't extremely useful against proper level enemies seems a bit odd to me.

Re: Blackstaff buff
Blackstaff already works on dire maces. Turning your dire mace or quarterstaff into a +4 weapon is actually a neat buff for some builds... it's like a version of GMW that stacks with other buffs.
I remember using it to chew up iron golems back in the day.
