Lightly Armor, Rogues, and Armor variation

Something that's always bothered my about D&D, and NWN, is the relative uselessness of almost all types of armor. Generally speaking, high Str builds will wear fullplate, high Dex builds (and mages) will wear cloth, and the remaining armor is used more or less entirely by particular builds. Bards wearing chain comes to main, for example.

I've always thought this is unfortunate, especially on NWN, because it means that you never get to see the majority of the armors that they have in the game. When you do see it, it's almost always on a low level dex-based character who hasn't quite gotten their dex high enough to switch to cloth. This is why I really love the idea of things like rogues' Lightly Armored ability, or specific armor sets like Adventurer Armor that make traditionally worse choices actually viable.

Why, though, is it so restricted? Of all the dex-based classes, only Rogues get lightly armored, meaning that many other dex-based characters are still relegated to cloth armor. Is it such a powerful ability that it would suddenly make Arcane Archers, dex-based rangers, etc., overpowered if they could wear leather armor?

Likewise, could there not be more armor sets like Adventurer Armor that brings different sets of armor in line with fullplate? It would be fantastic to be able to see more variations on armor running around the server, instead of most str-based builds just sticking with fullplate forever.
