Put the permision on joining the guild.

Please never do that. Assassins being too common would increase the chances for OOC drama.
Also for IC reasons. I can already imagine the edgiest of edgelords run around with black 63 and rogue/SD/assassin builds if this ever came to pass.
EDIT : Kinda why "they" don't let everyone just be a Harper mechanically while excluding them from the actual Harper organization. It would be a half-half sort of weird mixdeal.

Open assassin to anyone, make the token for joining the guild, and make being a member of the guild the only way the assn settlement mechanics work.
Hottest take: Literally yes, open Harper scout to anyone, just call it Scout (or w/e), and make the token for membership to the Harpers, which can now be of any class approved by the DMs. Add Zhentarim as an evil analogue.

I dig the hottest take, but I feel like the way it's setup now, Assassin and Harper are already analogues. Adding a third into the mix creates an imbalance. Having access to the class, but not some of the finer mechanics of said classes, would be dope though.
Like non-harper 'Scouts' wouldn't be able to identify actual Harpers, and can't vote in every settlement. Meanwhile assassins who aren't part of the guild obviously can't enter it, can't take guild contracts (which isn't much of a negative right now, I know), and can't remove settlement leaders. Then make respective members of those organizations open to DM approval for ANY class.
While this sort of system would certainly be more fun, I imagine it won't be happening any time soon, however. Strikes me as something low on the priority list.
