Disguises cannot be broken.

Since the disguise change, disguises cannot be broken. I get feedback saying I broke the disguise, however the disguise does not break. In this screenshot you can see it says in my combat log it broke, in the description that it broke, but it does not say who the person actually is.

An update to this, I have 0 bluff and 0 perform and tried disguising. This is what happens when other players break it.
