Since the spellsword get the extra discipline at level 28 would it be possible for you to get ESF discipline at level 30?

Just checked on PGCC. No, unfortunately not, since you'll only have 16 of the 20 required ranks in discipline. Maybe that could be fixed with lowering the requirements for ESF?
My original understanding was you asked if it could be given to all spellswords for free. This is my answer to that:
Notice that many other classes get their "final" bonuses at level 28. Fighters get last weapon/AC bonus at lvl 28. Monks get Epic Weapon Specialization at 28. Druids get monolithic shapes at 28.
A very likely reason they are given at level 28 is because that's a reward so to speak for playing a class pure instead of multiclassing. There's no --- you're asking if it's mechanically possible to take the feat at level 30, aren't you? My mistake. I'll go answer at the beginning and leave this insightful mistake down here.

Afraid you will have to rely on the 16 cross-class and the +15 . If you build for Strength you should still be okay, admitted that does make making Dex spellswords less attractive without multiclassing.
