Simple Idea, add a command that disables xp gain for your character so while stalking other players, You don't inadvertently hinder their xp gain, or give yourself away.
Disable this mode if the player. Attacks anything, casts a spell, uses an Item or activates -guard or anything else that would be a cheesy use of this command. Additionally give it a cooldown of several minutes to help prevent sillyness.
