When trying to create a Svirfneblin in PGCC, or any server, that uses CHA as the primary caster stat. The game engine calculates the point buy wrong. This leads to the creation of an illegal character and boots it immediately upon entering server
Steps to reproduce
----------------------------
Create a new Svirfneblin character bard, or sorcerer.
Expected result
-----------------------
Default point buy at the "Abilities" screen should give you a starting 11 CHA with a leftover pool of 22 points
Actual result
-------------------
Your leftover pool is 23 points.

Bump, this is still an issue. after creating the character i would see the area flash for a moment before it would boot me with a message of "delete character"
