Enslaved Surface PC, Andunor Writ Access

Hello.

Could it be considered of allowing characters that start on the Surface/Skall - if taking a slave collar in Andunor - be allowed to access Writs given in Andunor?

Currently, if you agree into being enslaved and brought to Andunor on a character below 20, the Deep Delver Association Agent refuses to talk with you. Thus, you are unable to keep up with the leveling process with other characters who play there.

There are some grounds onto being in unfamiliar territory and not trusted as a newcomer IC to be handed work. However, can it be considered "fun" to be left behind by your masters/friends you make during your characters life?
