Since the change where we were allowed to equip any weapon but if you didn't have the proficiency then you'd get a big AB penalty the penalty has worked fine, it seems with this latest update though that it no longer does.
I just equipped a Naginata, and a Katana (to check it wasn't just the new items) on a commoner and he never got the penalty.
The message said he would, but he didn't.
Steps to reproduce

Create any character, don't take all weapon proficiencies, equip a weapon you aren't proficient with.
Expected result

AB would be reduced by 8.
Actual result

Message appears stating AB will be reduced but it actually isn't.
