Allow all characters less than 1 RL year old and over level 16 to remake if they have 14 Intelligence Or Lower.

As per title, allow this, so that people playing characters that are not very established and are essentially new to be remade upon request.

This is especially important for non-humans and people with 13 and lower intelligence.

But with the criteria that can be checked upon by staff and team.

Characters who are active- ie, you have played them within the last two months (with proven dialogue, rp, actively leading factions right now).

Characters who are over level 16.

Characters who are less than one year (real life) old.

Characters who have less than 14 INT and especially when they are not human with less than 14 INT.

Should be entirely allowed to do a FULL remake and even a change of class.

People playing these kinds of characters have been fundamentally destroyed by the update, and within this criteria, I think it'd be fair to spare them and allow them to full remake.
