Suggestion for a DM power only - given that there's a special kind of responsibility attached to being involved in the settlement system (especially as an elected leader), players who have otherwise done nothing wrong for the server can be really devastatingly bad for roleplay and story development if they repeatedly drop the ball on the responsibilities of settlement leadership.
So, for this kind of player, implement the power for a DM to ban them purely from settlement powers - they can play and do stuff as anyone else can, with the only limitation (temporary or permanent) being that they're unable to run for office and (possibly) be given settlement divisions.
