Subterranean Pools Writ Not Completing

Problem: unable to complete step "Enter the Bullywug Village"
Steps to reproduce: engage the level transition to the Bullywug Village screen
Expected result: step completes
Actual result: step does not complete
Attempts: around 12

I've scoured the floor to see if there is some hidden trigger area that will complete the step, so far I have been unsuccessful. I think it probably just isn't completeable at the moment.
