Minotaur Doesn't Trigger Bonus 1st Level Skill Points

Issue: Minotaurs give you +2 int (neutralizing the -2 int bonus of half-orc) but do not give the extra 4 skill points at level 1.

How to reproduce:
1. Log into a server on a half-orc with 12 int.
2. Use a major award to select the Minotaur subrace.
3. Note your int is now 14.
4. Level up.
5. ---> There is no prompt to re-level to gain additional skill points and you don't gain additional skill points at level 2.

I can confirm it happened to me too. On the PGCC there's a prompt to re-level to gain the lost skill points for int bonus, while on the game servers the option doesn't come out.
