When switching servers on a horseback, the speed bonus from ride is lost upon entry on the other server, along with skill/penalties. Likewise if you log on on horseback, there will be no speed bonus till you dismount and mount again.
However, if you leave a server on horse, and then return on foot, then you'll be walking at horse riding speed you had. This is a very old bug, by the way.
Additionally, moving on a horse while carrying a courier parcel progressively slows down the horse for every transition you pass through, to the point where movement speed goes below walking speed. This is fixed by dismounting and dismounting, but is very annoying.
