Crafted Harper instruments are only available to Harper Scout, not the other harper sub-classes.
Steps to reproduce the Bug:
Create any harper except Harper Scout, attempt to use any crafted instrument open for harper (eg Bardic Mandolin, Austruth Harp).
Expected Result:
All harper sub-classes should be able to use instruments (at least the ones currently designated as Harper Scout).
Actual Result:
No harper sub-class except for Harper Scout can use crafted instruments.

Additional Information/Notes
I believe harpers should be able to use any instrument (eg Dove’s Harp, Ollamh Harp), but that is more of a suggestion than a bug.
