Can't RP in Skaljard

I have a couple of completely game-breaking issues in Skaljard.

The first being horrendous FPS, at most 20, usually 15. I've tried a bunch of tweaks to improve this to no avail. Things like turning off the skybox, ambient occlusion, etc. It makes traveling around extremely difficult.

The second, and most importantly, is that I can't RP. No messages entered in show up in-game or in the chat logs, from myself, or from others. I could deal with the low FPS, but I can't even interact with anyone. This only occurs in the outside town area of itself. If I go indoors, FPS immediately returns to 120 and entering messages works just fine. But the town itself is causing these issues.

If anyone has some advice for this I'd really appreciate it.

Confirming no chat is working in the village - except tells.

There was an FPS problem in Bendir at one point. Can you narrow down if it is a particular facing / direction that is noticeably causing the drop?

There was also an old bug around cloaks / clothing. Is your PC by any chance wearing any of the new robes? (Not likely the problem - just ruling stuff out.)

Have you changed graphics drivers recently? Were you ever getting true FPS outdoors?

Has this issue persisted? I have seen it as a transient one but not a persistent one.
