Horse trouble - skill reduction sticks after dismounting

When you ride a horse, the skill reduction from riding sticks after dismounting. Re-mounting doesn't fix the issue. Relogging doesn't fix the issue. This bug seems consistent, reproducing with each attempt on at least Cities and Planes server with multiple characters.

And maybe more importantly, the horses are superduper strong and should be nerfed, in my humbledore. Their henchmanshipness also means there's no XP reduction so you can gather an armada of horses to do writs for you, that's badbadbad.
