The parry shield AC bonus is works with dragonshape. This is because, in dragonshape, you technically wield a magic staff. I am almost certain this is an oversight. I hope it is, at least.
It also works with other shifter shapes with only a weapon in their main hand (e.g., kobold, drow, azer). This, I would say, isn't so much an issue balance-wise, although a kobold could technically get 65 AC (75 AC in imp exp) this way.
