Damage Shield Surge

I've yet to test it via -fate, but over the last week or so I've gotten surge 78, "Damage Shield on Caster" a number of times through random wild mage casting, and each time the effect failed to actually occur. This wasn't a "surge vanished" situation either, it was while warding myself. I think something is broken with having the effect actually occur at all, at least when it occurs outside of using -fate.
