Build: wizard 10/bard 3/palemaster 17
Problem: I am wielding a large Greensteel shield, which has an ASF of 5%. I have Auto Still Spell 1, which should reduce my ASF by 5%. It is not reducing my ASF. It is not a graphical bug, I have had spells fail due to spell failure. This is on PGCC. I have heard others may be having this problem but I don't see a bug report on the issue, so I am posting here.

I wonder if this is related to the issue that spellsword was having a few weeks ago? Sounds very similar
