Elemental Weapon spell no longer affecting Shelgarn

Elemental Weapon spell no longer affecting Shelgarn
As per subject, when casting elemental weapon on Shelgarn's persistent blade the visual effect is applied as per olden days, but it does not receive the elemental damage or the AB increase. Not sure if it's an intended nerf.
